Gagan Thapa's political report: no alliances before polls, PM limited to two terms

Nepali Congress president Gagan Thapa has proposed that the party not form an alliance with any other party before the upcoming elections. The proposal is included in the political report prepared for submission to the 15th convention. The report sets the party's political, ideological, organizational and financial direction for the next four years.
According to the report, Congress will go to voters with its own tree symbol, its own candidates and its own agenda. The proposal is to use direct votes of members, primary elections and public opinion surveys as the basis for selecting candidates. Merit, contribution and performance will be prioritized over factionalism and connections. The report also includes a constitutional provision limiting the prime minister to two terms, a 'right to reject' option, meaning an option to vote for no one, and voting rights for Nepalis living abroad.
The report acknowledges that over the past two decades the party has drifted from its core goals toward posts and power, and has grown distant from the younger generation. It concludes that the Bhadau 23 and 24 movement should not be viewed merely as a conspiracy, and that the demands it raised for good governance, justice, opportunity and equality must be addressed.
On the economy, the report treats the private sector as the main engine of the economy and proposes channeling remittances into productive sectors. More than two dozen proposals are included in the report.
