US General Alexus Grynkewich, NATO's Supreme Allied Commander Europe, is set to convey that the alliance has the capability to deter a potential Russian attack and, if necessary, defeat it.

According to officials, he will present NATO's "theory of victory" at the ongoing security conference in Warsaw, Poland's capital. Since NATO keeps its defence planning confidential, the address is unlikely to include detailed strategic specifics.

Concern over Russian activity in Europe has grown after a drone carrying explosive material was found at a German airport. Western officials have accused Moscow of increasing sabotage and interference in countries supporting Ukraine.

Addressing the Warsaw Security Forum on Monday, Polish Prime Minister Donald Tusk said Europe and the United States must become more decisive to keep Russia in check. As the Russian invasion of Ukraine enters its fifth winter, he signalled that sanctions on Russia should be tightened further.

He said he would travel to Brussels to discuss the matter ahead of this week's European summit.

Meanwhile, German Chancellor Friedrich Merz called the US-Russia agreement on diesel exports unacceptable for Germany and Europe. Restrictions on diesel exports were partially lifted following a telephone call between Trump and Putin last Friday. Merz said Germany is complying with sanctions on Russia and will continue supporting Ukraine.
