Federal Civil Service Bill registered in parliament; government prepares to bring it via ordinance

The government has registered the 'Federal Civil Service Bill,' prepared to amend and consolidate laws relating to the formation, operation and terms of service of the civil service, at the Federal Parliament Secretariat on Thursday.
The bill was presented to the House of Representatives on Thursday, a day before the current session of parliament ended. President Ramchandra Poudel has ended the current session of both houses of the Federal Parliament effective midnight tonight.
The bill proposes lateral entry into the civil service. This proposal has drawn interest within bureaucratic circles.
Reports indicate that, citing a lack of time to get it passed by parliament, the government is preparing to issue this bill through an ordinance.
