Festival security in Jhapa: armed police drone surveillance, curbs on bouncers' heavy-handedness

Security has been tightened in Jhapa for the festival season. The Armed Police Force has begun drone surveillance, while the district administration has barred private security guards and bouncers from using force against the public.
The Armed Police Force Nepal No. 2 Battalion, Jhapa, has been monitoring urban areas of the district by flying drones to maintain peace and security. On Tuesday, security conditions at Birtamod market were observed by drone.
The surveillance has been stepped up to identify crowds and potential risks at markets and public places during the festival.
According to a public notice issued by Chief District Officer Shrawan Kumar Pokharel, guards deployed at festivals, fairs, carnivals and business establishments will not be allowed to manhandle, mistreat or use force against citizens.
All parties have been cautioned not to harm anyone's dignity in the name of crowd control or security. In case of disputes or commotion, guards must not get into fights themselves but must immediately inform the nearest police and hand the matter over to them.
The administration has warned of strict action if anyone is beaten. The directive was issued after complaints grew of mistreatment and scuffles involving guards and bouncers.
