Ukrainian President Volodymyr Zelensky and US Secretary of State Marco Rubio spoke by phone for about 45 minutes on Tuesday.

According to Zelensky, the call covered defense systems to intercept ballistic missiles, advance warning of Russian attacks, and resuming Starlink and Starshield services. Both sides agreed to speak again soon.

Earlier on Monday, in a call with US senators, Zelensky had accused the United States of deliberately holding back interceptor missiles approved for Ukraine. According to him, Patriot missiles that European countries have already paid for under the PURL program require the signature of US Defense Secretary Pete Hegseth to be sent.

Rubio, however, said President Donald Trump had given no instruction to halt support for Ukraine, and that there had been no cuts to intelligence sharing, arms sales or the use of Starshield.

Meanwhile, talks were held in the Norwegian capital Oslo between Zelensky and Trump's special envoy Steve Witkoff, with Trump's son-in-law Jared Kushner joining via video. The talks discussed military support, intelligence sharing and diplomatic efforts to end the war.
